This all-inclusive blended learning course is designed for individuals who are seeking to meet the training requirements for the Maryland Handgun Qualification License (HQL), Wear & Carry Permit, Virginia Concealed Carry, and similar firearm permits in other states—while also earning a nationally recognized NRA certification.
The NRA Pistol Marksmanship Simulator Training portion reinforces key fundamentals such as sight alignment, trigger control, grip, and breath control—using a realistic simulated pistol with a resetting trigger and laser system to improve accuracy.
⚠️ Important Disclaimers
- Permit Issuance: HARP FTD and the NRA provide state-certified training but do not approve or issue any permits. The final decision to grant a permit is made solely by the state agency to which you apply.
- Out-of-State Permits: The NRA Basic Pistol Certificate may be used to apply for non-resident permits in many states.
Note: Some states, such as Utah (requires an additional law class) and Washington D.C. (has unique training requirements), have different or additional standards. It is the applicant's responsibility to research and confirm the specific requirements of any state they wish to apply to.
To meet local legal requirements, this course includes supplemental instruction and live-fire qualification that satisfy training mandates for:

🖥 Course Format
NRA Online Portion
- Self-paced, with 11 lessons and a final exam.
- Takes on average 11 to 12 hours to complete
- Participants must Complete the online portion before attending in-person training
In-Person Training

6 hours, including:
- Simulator Training: Learn the basics of marksmanship with simulated pistols
- Live Fire Qualification: 1 hour at the range (required for certificate issuance)

The following required fees are separate and paid directly by the student to the respective agencies:
- Maryland State Police (MSP) Fees: Handgun Qualification License (HQL)
- Fingerprinting: paid to an approved electronic fingerprint processing center.
- Virginia State Police Fees: All application and fingerprinting fees for the Virginia Non-Resident Concealed Carry Permit.
