Welcome to HARP Firearms Training and Defense LLC d/b/a HARP FTD. By accessing or using our services, you agree to be bound by these Terms and Conditions (T&C). Please read them carefully before participating in any training programs, events, or services we provide. These terms govern your use of our website, participation in firearm training courses, and any other services provided by HARP Firearms Training and Defense LLC d/b/a HARP FTD, located in Maryland.
1. General Terms of Use
By using our services, you agree to comply with all applicable local, state, and federal laws, including Maryland’s firearms laws. You are responsible for ensuring that you are legally eligible to participate in firearms training. This includes compliance with laws on possession, use, and ownership of firearms.
2. Eligibility Requirements
To participate in any firearms training provided by HARP Firearms Training and Defense LLC d/b/a HARP FTD, you must meet the following eligibility criteria:
- Be at least eighteen (18) years old (or twenty-one (21) years old for handgun training).
- Be a U.S. citizen or legal resident of the United States.
- Not have any disqualifying criminal convictions or restraining orders preventing you from legally possessing a firearm.
- Have no history of mental illness or substance abuse that would prevent safe firearm usage.
We reserve the right to refuse service to any individual who does not meet these criteria or who is found to be in violation of applicable laws.
3. Firearm Training and Safety
We offer a variety of firearm safety and training courses, including, but not limited to:
- Basic Firearms Safety Training
- Handgun Qualification License (HQL) Training (in compliance with Maryland law)
- Wear and Carry Permit Training (in compliance with Maryland law)
- Emergency Response and CPR Training
All training is conducted by certified instructors in accordance with Maryland’s firearm laws, the National Rifle Association (NRA) guidelines, and other applicable federal regulations. All participants must follow all safety protocols and procedures outlined during the course.

4. Non-Refundable Deposits and Payments
All deposits and payments made to HARP Firearms Training and Defense LLC d/b/a HARP FTD are non-refundable. A participant may request to reschedule their course with advance notice by phone, in person, or by email at office@harpftd.com due to special circumstances. The rescheduled course will be subject to HARP Firearms Training and Defense LLC d/b/a HARP FTD's availability and schedule. Failure to provide notice at least forty-eight (48) business hours before the scheduled course may result in a sixty-five dollar ($65.00) rescheduling fee to cover administrative costs.
5. Course Cancellation or Rescheduling
Unless there is an event of force majeure (as defined in Section #7 below), HARP Firearms Training and Defense LLC d/b/a HARP FTD reserves the right to cancel or reschedule training classes or portions thereof due to unforeseen circumstances, at no additional cost to the participant. HARP Firearms Training and Defense LLC d/b/a HARP FTD will make reasonable efforts to reschedule the course based on participant and instructor availability. Participants will be notified of any changes by phone or email at office@harpftd.com.
6. Safety and Equipment
The firearms instructor has the final authority regarding all safety-related matters and equipment standards. Any weapon, holster, ammunition, or related equipment deemed unsafe for qualification or requalification will be prohibited on the range. HARP Firearms Training and Defense LLC d/b/a HARP FTD will send a memorandum via email to document the unsafe condition of the equipment. The participant will be required to sign a statement acknowledging the unsafe condition and the reason for prohibition.
7. Remedial Training and Qualification Attempts
A participant who fails to qualify during the course will be offered basic remedial training and one (1) additional attempt to qualify within thirty (30) business days (business days are Tuesday through Saturday). If the participant fails to qualify after the second attempt, they will be dismissed and referred to the Maryland State Police Licensing Division (MDSPLD).
8. Additional Fees
Participants may incur additional fees separate from the course fee, including but not limited to range usage, firearm rental, shooting equipment rental, ammunition, fingerprinting, and any fees assessed by the MDSPLD for application processing.
9. State Agency Decisions
I understand that the state or government agency, not HARP Firearms Training and Defense LLC d/b/a HARP FTD, makes the final decision regarding who is granted permits or licenses. I acknowledge that no refund will be issued by HARP Firearms Training and Defense LLC d/b/a HARP FTD if the state or government agency does not issue a permit or license.

10. Force Majeure
In the event of force majeure, HARP Firearms Training and Defense LLC d/b/a HARP FTD may terminate this agreement and provide you with a full refund of any enrollment fees you have paid. However, except for the refund of fees, HARP Firearms Training and Defense LLC d/b/a HARP FTD will have no further liability to you if the agreement is terminated due to a force majeure event.
For the purposes of this agreement, force majeure means circumstances beyond HARP Firearms Training and Defense LLC d/b/a HARP FTD's reasonable control that prevent it from fulfilling its obligations under the agreement. These events may or may not be foreseeable at the time of signing the agreement, and may include, but are not limited to, the following:
- War or Hostilities – Actual, threatened, or reported war, civil war, revolution, rebellion, or civil unrest.
- Terrorism or Piracy – Acts of terrorism, piracy, violent robbery, or capture/seizure.
- Government Actions – Acts of government or public authorities, including legal or illegal government orders, expropriation, or nationalization.
- Trade Restrictions or Blockades – Embargoes, blockades, or general trade restrictions imposed by any authority.
- Health Emergencies – Epidemics, pandemics, or public health crises (such as a disease outbreak).
- Natural Disasters – Acts of God, such as earthquakes, floods, landslides, extreme weather conditions, or other natural catastrophes.
- Equipment or System Failures – Explosions, fires, destruction of equipment, transportation breakdowns, or cyber incidents.
- Radioactive or Chemical Contamination – Ionizing radiation, contamination by radioactivity, or chemical or biological hazards.
- Labor Disputes – Strikes, lockouts, boycotts, or factory occupations (except if limited to HARP Firearms Training and Defense LLC d/b/a HARP FTD’s employees or contractors).
- Other Unforeseen Events – Any other similar event or circumstance beyond HARP Firearms Training and Defense LLC d/b/a HARP FTD's control that prevents performance, unless caused by negligence.
If any of these events occur, HARP Firearms Training and Defense LLC d/b/a HARP FTD will make reasonable efforts to reschedule the course or training, but if rescheduling is not possible, the agreement may be terminated, and a refund will be issued for any fees paid, excluding any non-refundable expenses.

11. Payment Terms
By registering for a training course, you agree to pay the applicable fees as listed on our website or in any promotional materials. Payment is required at the time of registration.
- Refund Policy: Refunds are available up to seven (7) business days before the scheduled training date. Cancellations made after this period will incur a fifty percent (50%) cancellation fee. No refunds will be issued for no-shows or cancellations made within twenty-four (24) hours of the scheduled training session.
12. Chargeback Policy
If you dispute a charge with your credit card issuer (a "chargeback"), you agree to first contact HARP Firearms Training and Defense LLC d/b/a HARP FTD to resolve any issues or concerns directly. If a chargeback is initiated without prior communication, you may be subject to a fifty dollar ($50.00) chargeback fee. Additionally, if a chargeback is found to be unjustified, we reserve the right to suspend access to services or pursue legal action to recover any fees or costs incurred.

13. Privacy and Data Protection
We are committed to protecting your privacy. Any personal information collected during the registration process is used solely for the purpose of providing our services. We do not share your information with third parties except as required by law or for processing payments.

14. Prohibited Conduct
You agree not to engage in any of the following actions during your participation in any training or events:
- Engaging in unsafe behavior on the range or during training.
- Failing to adhere to the instructor’s guidance or instructions.
- Disrespectful or inappropriate behavior toward instructors or other participants.
15. Governing Law
These Terms and Conditions shall be governed by and construed in accordance with the laws of the State of Maryland, without regard to its conflict of law principles. Any disputes arising from these Terms and Conditions shall be resolved in the courts of Maryland.
